DeepSeek and MiniMax gain approval to export AI models and open-source them

DeepSeek and MiniMax completed AI technology export registration procedures and can proceed with open-source releases and overseas licensing, according to Chinese state media reports on Friday (23).

What happened?

The Yuyuan Tantian account, affiliated with CCTV, said the two companies were the first to finish registration after Beijing proposed, on October 16, export controls on 23 AI technologies, including large models, agents and computing clusters. China's Ministry of Commerce clarified that most AI technologies remain exportable and that open-source releases and Chinese-operated data centers overseas enjoy simplified licensing.

DeepSeek and MiniMax did not immediately comment. The proposed controls are still under public consultation until November 15.

Why it matters

Chinese open-source models, especially from DeepSeek, have gained international adoption for being efficient and low-cost. Formal approval creates a regulated path for these models to continue being shared globally instead of a ban. Sources: Reuters, Bloomberg, South China Morning Post and IT之家.
